Flash floods on the Nepal–Tibet border kill at least nine and leave hundreds missing

KATHMANDU — A flash flood tore through two central Nepal districts on the Tibetan border before dawn Wednesday, killing at least nine people and leaving 384 missing, Nepali officials told reporters. Among the missing, they said, were 291 foreigners, including at least 105 Indian nationals.

The water came fast enough that it behaved less like weather than like a structure collapsing. In Galchhi, in Dhading district, Reuters photographed a road that had become a brown river, vehicles half-submerged against a hillside. In Rasuwa, the flood scoured settlements along the river and damaged at least a dozen hydropower projects, The Hindu reported, citing local officials.

A river that did not wait

Rasuwa sits on one of the old corridors between Kathmandu and Tibet. In ordinary years it is a district of trekking trails, hydropower intakes, and pilgrim traffic. On Wednesday morning it was a funnel. Officials described a sudden, massive flood — language they use when the water is not a slow monsoon rise but a pulse, the kind that arrives with a sound people later compare to a jet or a train.

The Hindu, citing officials, said four people were killed in the first hours as the flood wrecked riverside settlements. Later tallies put the dead at nine. Those numbers are not in conflict so much as they are unfinished. In mountain floods, the first count is whoever can be reached by phone.

At least 50 pilgrims from Tamil Nadu were stranded after landslips blocked the road, Indian officials said. Occupants of one vehicle took refuge at an Armed Police Force outpost in Timure, about 150 kilometers north of Kathmandu. The pilgrims had come from Chennai, Puducherry, Chidambaram, Kumbakonam, Mayiladuthurai, and Tiruchi — ordinary pilgrimage geography, now a missing-persons list.

What a border flood actually is

The Himalaya does not flood the way a Midwestern river floods. Water here is stored in ice, in hanging lakes, in steep catchments that can empty in minutes. A cloudburst, a landslide dam, a glacial lake that finds a new exit — any of these can send a wall of mud and debris down a valley that looked, the night before, like a postcard.

Hydropower is Nepal’s export bet and its vulnerability. A dozen damaged projects is not a footnote. It is a map of where people and concrete were placed closest to the river, which is also where the cheapest power is.

Rescue in Rasuwa is a problem of altitude, weather, and roads that have become creek beds. The Tamil Nadu government said it had started work to extract its pilgrims. Indian missions typically do this well when they can reach a site. The question Wednesday night was whether the site could still be reached.
