KATHMANDU — A flash flood tore through two central Nepal districts on the Tibetan border before dawn Wednesday, killing at least nine people and leaving 384 missing, Nepali officials told reporters. Among the missing, they said, were 291 foreigners, including at least 105 Indian nationals.
