A city that was supposed to be a laboratory of desert living is improvising with frozen water. The heat is not a metaphor.

PHOENIX — The advanced civilization of the Sonoran Desert is, on the worst afternoons, a logistics operation for ice. PBS NewsHour reported Wednesday on crews using bags of ice to keep people alive through another stretch of dangerous heat — a sentence that would have sounded like satire in a city that sold itself as the future of American sunbelt life.

Ice is not a climate policy. It is what you do when the policy is running behind the thermometer. Cooling centers, hydration, wellness checks, the unglamorous work of knocking on doors where an elderly resident has the air-conditioning off because the bill came. The West has always been an engineering project. The project is now emergency medicine.

There is a temptation to write every heat wave as the same essay. Resist it. The story in Phoenix is specific: a metro area that grew as if electricity and the Colorado River were utilities with infinite slack, now discovering slack is a historical artifact. The bag of ice is not the scandal. The scandal is that it still works better than the long-term plan.
